So I call and actually get through after a wait of about 5 minutes. This is what I was told. "We're sorry, but due to the outage we cannot access your account either"

I'd imagine that it going to be just the very tip of the iceberg. Sony's likely to take a very serious hit from the class action suits that get launched around the world. It's reasonably likely that they've committed a significant breach of their duty of care with customer information. The exposure in the U.S. has got to have them freaking out given the general lack of limitations on punitive damages that you'd see in jurisdictions like Canada. I played Little Big Planet 2 with my daughter Saturday night and was able to get an update. I'm not sure if that was ever disabled.
