For the high through pass, WE really empasizes the skills of the players involved in the play. The receiving player will break stride if he isn't rated very high in that area. It also takes into account the passing players statistics. That is why this game is so damn good.
Can't help you with the arrows as I would like to know what they mean as well.

2. Wolfs PC Patch has a form guide that explains the arrows perfectly but I don't have it here at work. If anyone else does please post it. Basically, red up arrow means stats are +10 (or something like this) yellow is somewhere around +5, green no change, blue down is -5, gray down is minus 10. These are estimates and I think not all stats change exactly the same.
I'm not really sure of this, but I think the arrows are related to the player's rate of fatigue. Players with down arrows seem to tire faster than those with up arrows. The arrow a player gets is normally given at random before the game, but you can choose to make this the same for all players on the options screen before the game starts. This is my best guess, but I would appreciate a confirmation from someone who knows the game better than I do.
The other thing I would like to know is whether the direction of the arrow affects the player's ratings along with fatigue. Is this something similar to "Biorythyms" in the ESPN basketball games?

from previous WE games, I've found the arrows are more anecdotal than exact. I'd say players are about 10% better for red up arrow (affectionately known as the red rocket ala south park fame), 5% on orange, even on green, down 5% and down 10% on gray down arrow.
I use it as a good way to rest players in ML or tournament. Players do tire faster on down arrows and less on up arrows.

I don't know how precise the arrows are because a RED arrow means more than just a bumb in ratings. It means you have to watch out for those players. I a game against Chelsea as Barca, Duff I believed had a red arrow and he was just unstoppable. Even my better defenders, who with a ratings boost would still have ratings that could take him on, could not get the ball off this guy. Not only that but the passes were more accurate, the shots harder, everything was better from that guy.
I think the Arrows are much than just ratings. Hell I know they are. Red Arrow means they are going to be hard to stop. I wish that part was more like FM's ratings where we didn't know what the arrows would be until the start of the game.
