I think we should be able to get going next week, if we can get everything sorted out this weekend.
So far I have this:
I don't think I've heard from Azpaco, the Div. III winner. Are you still in Azpaco, and are you keeping Werder Bremen?
Pigepn, are you keeping Boro? You may have told me already, but I can't remember.
And for Jared and the newcomers, the team list is as follows:
Snate and Slumberland: which Tier would you guys be drawing from? I would assume, having played against you Slumberland, that you would go for the Second Tier. The general rule of thumb is that if you play offline on 3* or lower, go for Top Tier, if you play 4* or higher offline games, than go for Second Tier. However, that is just a rule of thumb. The actual rule in the league is that those in the DSPremiership when they go for a team switch are only eligible for the Second Tier games, everyone else can choose which pool to draw from. That means if a team is promoted from Div. II, that player can keep his Top Tier team, but if he wants to change, he can only draw from the Second Tier.
The draw is a three-round process. If you reject the team you've been drawn, you cannot get that team back, so the third round draw is final and can be dangerous (just as squid).

Understand that this is a sim-style league, where players are expected to play hard, play fair, and play to win. Issues like player injuries and yellow or red card suspensions are impossible to police, and so we rely on an honor system and a sense of fair play.
If you can find the official WE League thread, read through the first post of that long thread. In there all the basic rules and procedures for this league are laid out, including the game settings, etc. If you can't find it, rest assured I will bump it back up once we a close to starting Season Five.

However, the only actual rule is that those in the First Division (DSPremiership) can only select teams from the Second Tier. (If a player is promoted to the DSPremiership with a Top Tier team, he can select to keep that team; however if he wants to change teams, he can only draw from the Second Tier).
The team draw is random, and consists of three rounds. Once you reject a team, you can no longer get that team again in that season's draw, so the third round draw is final and may be a big gamble, especially in the Second Tier.
I'll do the next draw as soon as I have responses from the players. Depending on what Tier dave360 wants to select from, that Tier group will start fresh with the first of three rounds of the draw.

Very well. I have added West Ham to the Second Tier list (an oversight that had been mentioned to me before, but I had forgotten to correct). And so another first round of the Second Tier draw is as follows:

Fab. Bastard = Hertha Berlin (Haupstadt)
fsquid = *Rangers (brother just can't catch a break)
dave360 = PSG (Ile de France)
Slumberland = *West Ham Utd. (East London)
