I don't think any charges will be pressed against a former VP, no way, but if there's any hearings it would be a shame if Cheney couldn't defend himself in person.

Congress failed the last two years to go after the administration. Now I guess the answer is what would they have done. Impeached Bush and get Cheney. It's doubtful that you could impeach both a sitting President and VP.
I think the damning part of this, is congress just waited for the election to clear out Bush, and the administration playing "subpoena" chicken with congress. The administration knew that congress wasn't going to hit them hard. One Congress didn't have political clout and two, Pelosi and Reid were not stronger even after their 06 gains.
So you have Congress playing an oversight role and the White House ignoring that role to a degree.
Either way, Bush and Cheney are now left to the annals of history. They won't be tried in congress or a court, but by the judges of history. I doubt Bush will ever be more than minor figure in Presidential history like Clinton, Carter, Ford and some others.
We'll see what happens...
On a personal note, Obama's address spoke to me in a way his other speeches have not.
Every President talks about hope and change but only great ones achieve it. So it's Obama's turn to deliver.
