MacBook Air. OneNote runs on Mac.

I've beaten the sh*t out of laptop computers daily for work and play since 1993, as they're the only models I've ever used. I've never owned a desktop. I used HP, Lenovo, IBM and Toshiba Windows-based lappies from 1993-2013, and NONE of them have approached the stability, build quality, speed, ease of use and reliability of the MacBook Air I have used daily since January 2014. Not. Even. Close.

Plenty of MacBook Air's on sale now at Best Buy. You can get an additional discount if you have a .edu email address:

I only would recommend a Windows-based laptop if you plan on doing extensive gaming on the machine. PC gaming still trumps Mac gaming by a large margin.

Don't think you can go wrong w/ the Surface Pro 3...definitely the best of the Windows PC options. But as PK said, the MacBook Air is another quality choice. Either is fine really. You're not going to do much PC gaming on a Surface though...so if that's a requirement, you'll end up spending a bit more (around 1500ish).
