I think everything about it is much better. Textures are much cleaner, there isn't nearly as much aliasing (on any res, although I don't run AA on PC in the first place with hi res), something as simple as rocks and shadows look infinitely better to me.
Everybody has an opinion, of course, but I wholeheartedly agree with reviews if they're saying the PC is ahead of the console version by a large margin. Everywhere I look in the PC version is light years ahead of the same zone on the 360 version.

I've got to agree that the game looks and plays fantastic on the PC. I'm running it with the details turned low right now b/c I was getting random crashes out in the Wastes after about 15-20 minutes of gameplay. Even with the details cranked way down, it looks better than the 360 version I've played - not to mention how much better the options available to the PC version are - the future mods, console codes, and mouse/keyboard controls.
I'm looking forward to running it under Vista/DX10 this weekend - been running it on XPSP3/DX9 due to a RAM bottleneck that I've now fixed.

I'm about to finish the main quest on my first playthrough. Would have done it already but it took me forever to figure out how to get to the last Behemoth I needed to kill.
The one thing I wish I hadn't done was take the experience boost perk three times -- it sounded like a good idea at the time, but I didn't realize how quickly I'd hit the level 20 cap.

I don't want to hate on this game, because it sucked me in more than any game since Rock Band last year. However, the ending is one of the most disappointing in recent memory. I won't give anything away, but after creating a brilliant world to explore, the ending feels so completely half-assed. It took knocked my opinion of the game down a bit, although it didn't ruin the fun of wandering the wasteland. I just am surprised that Bethesda didn't make it more cinematic and exciting.
New DLC is out, the Operation Anchorage expansion pack. I was excited until I read this pretty harsh review from Eurogamer:

Only one opinion, but I have to say I don't like the idea of all combat and no real exploration. The exploring is what made this game so much fun.

True, but I was intrigued because the Tranquility Lane level was so cleverly done. This sounds more like straightforward FPS action, which is not the game's strength. While a potentially interesting concept, the Anchorage pack felt a little rushed. Way too short and linear. I suspect it could be completed in 45 minutes if someone wanted to rush right through it. The ending is somewhat surprising, but that's about it. I hope the exploration oriented packs have a bit more meat as that is the strength of Fallout 3.

I have yet to take the plunge on any Fallout DLC, and I'm glad I haven't. My new plan is to gamefly the 'game of the year' edition released in October, which will include all 5 DLC packs.
