I think most of us have tried to get at least one untuned and one tuned car in each class. However, I am convinced that some cars in the same class match up better when one is tuned and the other not tuned, or partially tuned. Also, the first car I bought, the F-class Alfa Romeo, when fully tuned turns into an E-class car, and I'm sure it is relatively equal to untuned E-class cars in that state.
So, either we have to try to all drive the same car all the time (boring, but "fair") or try to mix and match in a way that we have competitive racing with handicaps for the better drivers. I usually try to use a lesser car when possible, until I get frustrated and match up with whatever the consistent winner is driving!
The other thing is that the classic cars are all one class, but are all very different.
Finally, for me the most fun is the point to point races with traffic, but I can't tell when selecting a race whether it has traffic or not.

Well, one solution is simply to add 'weight penalties' by having the winner of each race 'downgrade' to a worse car each time, and allowing the losers to upgrade when they lose. At a certain point, you'll approach a kind of equilibrium. No one wants to see one person dominate all the races and no one wants to be at the tail end of every race.
