While the people who use the Tiger Woods Course Architect to re-create courses for the PC version, they do not get sued because licenses to recreate those courses are NOT part of the PGA TOUR license. They COULD BE sued, but why would any course do that when the designers are not making a nickel off of their creation that is only being used by users of the game? Whenever EA re-creates a course to be used in the TW PGA TOUR game, they pay EACH course a separate licensing fee. There are NO PGA TOUR courses that are under the PGA TOUR licensing umbrella. Unlike the NFL licensing agreement, I do believe that all of the NFL stadiums ARE a part of that license, therefore comparing the creation of those stadiums with tools provided by 2K Sports is a completely different deal altogether.
