IRS 2005 - Setting up gears

can someone explain the best way to set up your gears? Do you want it so you are almost maxing out 5th gear on the straights? If you do adjust 5th like that, how do you then adjust 4th? Do you just make it in between 3rd and 5th? Also, the speed for each gear listed in the setup screen, is that the speed it will shift at or the max speed it will do?
